Raising Up an Alliance of Discerning Luminaries (RADL) invites schools, behavioral-health providers, juvenile courts, and community organizations to join us in bringing powerful, evidence-informed youth development and life-skills programming to students across Mississippi, Louisiana, and the Delta Region.


Our signature program, Every Child Matters (ECM), provides 12 months of trauma-responsive, prevention-focused, and behavioral-health aligned support to youth ages 8–25. ECM equips young people with the emotional, social, and decision-making skills they need to thrive—inside and outside of school.

 ECM is a 12-month, evidence-informed life-skills and mental wellness program designed to strengthen emotional regulation, decision-making, social skills, coping skills, crime awareness, and positive behavior.
It supports youth ages 8–25 through structured lessons, mentorship, community engagement, and behavioral-health skill-building. ECM can be delivered in schools, community settings, and through licensed Medicaid providers. 


 

ECM is designed to integrate easily into:

  • Counseling or behavioral-intervention blocks

  • MTSS Tier II & Tier III supports

Schools simply provide space and identify students; RADL and the licensed provider deliver the programming.


 No. ECM enhances and supports mental-health services—it does not replace them.
A licensed Medicaid provider delivers the therapeutic or skills-training component, while ECM provides the structure, curriculum, activities, and measurable skill-building tools that clinicians can use during billable sessions. 


Most ECM services are funded through a three-way partnership:

  1. RADL provides curriculum and training
     
  2. Licensed Medicaid providers bill Medicaid for eligible services
     
  3. School districts or agencies pay a per-student program fee
     

This model reduces the financial burden on schools while expanding access to year-round support.. 


RADL uses a per-student annual license model:

  • $1,200 per student per year (12-month access)
    or
     
  • A flat district rate for large partnerships
     

Payment options include:

  • Annual invoices
     
  • 50/50 split payments
     
  • Quarterly payments
     
  • Monthly installments

 The process is simple:

  3. Sign the annual program agreement
     
  4. Begin onboarding and staff training
     
  5. Launch ECM sessions on campus or in the community
     

RADL provides year-round support, training, and reporting.
