Raising Up an Alliance of Discerning Luminaries (RADL) invites schools, behavioral-health providers, juvenile courts, and community organizations to join us in bringing powerful, evidence-informed youth development and life-skills programming to students across Mississippi, Louisiana, and the Delta Region.
Our signature program, Every Child Matters (ECM), provides 12 months of trauma-responsive, prevention-focused, and behavioral-health aligned support to youth ages 8–25. ECM equips young people with the emotional, social, and decision-making skills they need to thrive—inside and outside of school.

Most ECM services are funded through a three-way partnership:
- RADL provides curriculum and training
- Licensed Medicaid providers bill Medicaid for eligible services
- School districts or agencies pay a per-student program fee
This model reduces the financial burden on schools while expanding access to year-round support..
RADL uses a per-student annual license model:
- $1,200 per student per year (12-month access)
or
- A flat district rate for large partnerships
